um bobbie you must sign into spqr i believe in order to recieve level 3. [link] also guerna is the only one that can do this for you and it has to be during game, unless he asks someone from tda/spqr to change it if they see you on server.

nextime your on server ask SPQR or someone in TDA nicely, to change your level, because you have registered on spqr site.
